PRIMARY PURPOSE OF POSITION

Provide expertise on development of and adherence to ISO requirements, NERC and Regional Reliability Organization electric reliability standards, while partnering with EXGN and internal associated NERC Compliance teams. The Principal Compliance Specialist must have a strong technical understanding of the Reliability Standards and ISO rules, including common industry practices for meeting compliance requirements and work independently within the organization and the industry to ensure procedures are up to date with standards changes.


The Principal Compliance Specialist will facilitate internal issues management processes to obtain stakeholder involvement and ensure organizational alignment on issues and participate in the development of Company positions. Provide oversight of Exelon Power to determine their adherence to the Exelon NERC Reliability Standards Compliance Program, NERC and Regional Reliability Organizations’ Compliance Monitoring and Enforcement Plan & the Wholesale Generation Compliance Program. Ensure timely execution of any necessary notification or compliance submission is imperative along with facilitating communication on important relevant activities to all impacted teams. Represent Company on ISO, NERC, Regional Reliability Organization and industry committees and taskforces by advocating for change or improvements of Reliability Standards & ISO rules within the industry.


The Principal Compliance Specialist evaluates and determines compliance for Exelon Power activities; will recommend corrective actions to address inadequacies that are discovered during assessments, including recommendations that are administrative or functional in nature.  Will typically involve acting in a consulting or advisory capacity and gather commitments of other management personnel in the organization.

           

The Principal Compliance Specialist acts as liaison to NERC and the Reliability Regions for compliance issues, tracks NERC and Reliability Region activities and consults/advises key Exelon personnel in order to develop strategic direction for Generation compliance to NERC and Reliability Region standards.  Operates with wide latitude on action and decision-making.

 
 

PRIMARY DUTIES AND ACCOUNTABILITIES

  1. Evaluate, determine, and report compliance through applicable Corporate procedures, standards and requirements.  Recommend enhancements to current practices and procedures to drive continuous improvement. 
  2. Responsible for evaluation, tracking and reporting of EXGN/ Exelon Corporate compliance with ISO, NERC and Regional Entity Standards.
  3. Responsible for performing self-assessments of EXGN/ Exelon Corporate compliance to procedures, policies and actions taken as result of CRT,RCI, ACE or Condition Report corrective actions
  4. Create mitigation plans based on Self Reports and monitor the status of mitigating steps through Action Tracking and Quarterly Update on each Mitigation Plan with Regional Entities and other regulatory entities.
  5. Perform quarterly assessments of EXGN plants compliance with each standard EXGN/ Exelon Corporate has to comply with based on registrations with Regional Entities.
  6. Ensure necessary work activities for NERC Compliance are initiated in the Work Management system, executed using procedures and tracked in systems with documented completion evidence.
  7. Provide analysis and support to leadership for the NERC Compliance Program including ongoing reporting of performance improvements, organizational initiatives and compliance related communications.
  8. Lead/participate in compliance audits.  Plan, prepare and execute audit tasks and support audit teams.
  9. Represent EXGN/ Exelon Corporate on ISO, NERC and RRO committees or other industry forums to facilitate benchmarking and continuous improvement.
  10. Oversee compliance software application, testing, and development. Assist IT in the development and maintenance of tools needed to track compliance, support audits and store necessary information and approvals

Qualifications

POSITION SPECIFICATIONS

Minimum:
  • Bachelor’s Degree in Engineering, Business Administration, or related field and 8-10 years experience working in any combination of electric utility rates, regulatory, legal, transmission planning, operations or financial disciplines OR in lieu of Bachelor’s degree, a minimum of 12-15 years of relevant experience is required.
  • Working knowledge of NERC, FERC, PJM, ISO-NE, NYISO, SERC, SPP, CAISO, AESO, MISO and ERCOT markets.
  • Demonstrated excellent written and oral communication skills
  • Proven ability to perform in a high performance culture with tight timelines.
  • Extremely detail-oriented and self-motivated with the ability to think independently and creatively.
  • Demonstrated ability to build consensus and establish trust
  • Demonstrated business acumen and an ability to work through ambiguity
  • Demonstrated ability to analyze complex problems and develop creative solutions and strategies
Preferred:
  • Masters Degree in Engineering, MBA or Law Degree
  • Knowledge of FERC and NERC regulations and relevant statutory provisions
  • Experience with ISO & RTO rules and the associated Market Participant stakeholder process
  • 5 Years’ Demonstrated knowledge and understanding of NERC and Regional Reliability Organization policies, organization and procedures
  • Management or other team-lead experience
  • Energy Management System or Generation Control Systems Experience.
  • Certifications: NERC, PJM Generation/Transmission
  • Transmission experience
  • Dispatching experience
