Responsible for providing technical, regulatory and programmatic direction on environmental issues for Power. Assures that the highest level of compliance is maintained with all applicable environmental rules and regulations. Responsible for licensing, permitting and completion of specific environmental regulatory filings in one or more environmental programs, with a primary focus on, but not be limited to, the Air Quality program.


- Prepare and submit permit applications, review drafts, prepare comments and negotiate final Air Quality and other related permits. 

- Prepare, review and submit agency Air Quality reports and filings, and respond to agency inquiries.

- Provide facility advice, develop and implement environmental strategies, prepare and issue regulatory interpretations, and comment on proposed regulations related to Air Quality subject matter expertise.

- Provide technical and regulatory support and expertise to environmentally related projects and programs to assure compliance with Air Quality environmental regulations. 

- Provide technical and regulatory support to the generating sites regarding preparation and submittal of annual TRI reports.


- Develop and track site level environmental performance. 


- Conduct site specific self-assessments related to Air Quality subject matter expertise

- Review and update the Management Model related to Air Quality subject matter expertise.


- Review and update appropriate Programs, Processes and Procedures related to Air Quality subject matter expertise.

- Perform all other duties as assigned. 





- BS in engineering, natural or physical sciences, chemistry, or environmental science with 6+ years professional experience OR Associates Degree with 8+ years experience and 3+ years exempt-level experience

- In-depth knowledge of Air Quality environmental regulatory requirements

- Ability to manage multiple issues/priorities with conflicting priorities. 

- Strong analytical skills. 

- Excellent interpersonal and communication skills, including written and verbal. 

- Strong computer skills, including knowledge and proficiency in Microsoft Office Suite products. 



- Advanced Decree (MS, M. Engr) in natural or physical sciences, or environmental engineering


- In depth experience with performing air permitting applicability reviews (PSD/NSR/MACT/NESHAP).


- In-depth experience with interpreting and maintaining compliance with state and federal continuous emission monitoring programs (e.g. 40 CFR Part 60 and 75), including managing annual NOx and SO2 compliance certifications (CAIR/CSAPR) and transfer allowances accordingly.


- Experienced with CEMS and StackVision software


- Knowledge and Understanding or Air Quality Dispersion Modeling (AERMOD, CALPUFF, etc.)

- Knowledge of power plant operations

- Project Management experience
Position reports to Manager, Environmental Programs

Position has a direct impact on plant operation and serves as in-house technical expert to fleet-wide Power facilites in area of expertise. 


Position requires a high level of independence and ability to make decisions in areas of subject matter expertise. 


Position requires communication and interaction with Power business units that include but are not limited to operations, supply, legal, communications, external affairs and financial. 

The Air Program Subject Matter Expert (SME) Position is responsible for providing technical and regulatory support and expertise to all air quality related compliance issues, projects, programs including CEMs.
